JAKARTA: Persaingan bisnis ritel bakal marak menyusul akan masuknya
empat peritel raksasa dunia. Dari keempat peritel itu, Tesco dan Central
Department Store diperkirakan mulai beroperasi tahun depan.
Kalangan industri ritel mengungkapkan dua peritel raksasa dunia yang
mulai beroperasi di Indonesia tahun depan adalah Tesco dan Central
Department Store. Sedangkan peritel lainnya adalah dua dari tiga peritel
raksasa berskala dunia-yaitu Wal-Mart (peritel asal AS), Takashimaya, dan
Isetan (department store asal Jepang)-yang disebut-sebut juga berminat
masuk Indonesia.
Tesco adalah peritel asal Inggris yang menempati peringkat ketiga
dari 30 top peritel di Eropa pada 2004. Dengan format hypermarket-nya,
Tesco bahkan disebut-sebut sudah menentukan lokasi gerainya di Jakarta dan
sekitarnya.
Peritel yang juga dipastikan masuk Indonesia pada 2006, menurut
kalangan industri ritel, adalah Central Department Store, milik Central
Retail Corporation (CRC). Ini merupakan peritel nomor satu (Central Group)
di Thailand.
Tidak tanggung-tanggung, kata mereka, Central bakal menempati areal
belanja seluas 41.000 m2 di Grand Indonesia, yang dijadwalkan mulai
beroperasi pertengahan 2006.
Central bahkan menjadi anchor tenant di pusat perbelanjaan papan atas
yang berlokasi di lahan Hotel Indonesia dan bekas Hotel Inna Wisata,
Jakarta, itu. Peritel ini menempati separuh dari luas salah satu mal yang
berada di Grand Indonesia, yaitu terdiri dari mal A seluas 80.000 m2
dan mal B seluas 70.000 m2.
Sementara itu, sumber Bisnis menyebutkan dua dari tiga peritel
raksasa-yaitu Wal-Mart (peritel asal AS), Takashimaya, dan Isetan (department
store Jepang)-disebut-sebut juga berminat masuk Indonesia.
“Memang ada empat peritel asing skala besar yang mau masuk Indonesia,
formatnya bisa department store, supermarket, atau hypermarket,” ujar
Ketua Umum Asosiasi Pengusaha Ritel Indonesia (Aprindo) Handaka Santosa
kepada Bisnis.
Dengan masuknya keempat peritel raksasa dunia itu, persaingan bisnis
ritel nasional bakal makin marak.
Pasar potensial
Handaka menjelaskan kesempatan peritel asing masuk Indonesia terbuka
luas, baik karena pasar yang potensial maupun adanya ketentuan
perundang-undangan yang memungkinkan. Jumlah penduduk Indonesia yang banyak,
sekitar 215 juta jiwa, merupakan peluang bisnis sangat besar bagi
pebisnis ritel.
Dari segi perundang-undangan, ada Keppres No. 118 Tahun 2000 yang
mendukungnya. Keppres ini mengatur tentang Perubahan atas keputusan
Presiden No. 96 Tahun 2000 tentang bidang usaha yang tertutup dan bidang
usaha yang terbuka dengan persyaratan tertentu bagi penanaman modal.
Dalam pasal 1 Keppres itu disebutkan pengecualian di sektor
perdagangan untuk jenis usaha yang tertutup untuk penanaman modal yang dalam
modal perusahaan ada pemilikan warga negara asing dan atau badan hukum
asing.
Keppres itu juga menyebutkan yang tidak termasuk (kecuali) sebagai
jenis usaha yang tertutup untuk asing di sektor perdagangan, antara lain
perdagangan eceran skala besar (mal, supermarket, department store,
pusat pertokoan/perbelanjaan).
Namun Dirjen Perdagangan Dalam Negeri, Depdag, Ardiansyah Parman,
mengatakan belum ada kepastian tentang masuknya empat peritel berskala
dunia itu ke Indonesia. Karena itu, lanjutnya, belum ada izinnya.
Dia mengatakan yang pasti pemerintah tidak akan menerapkan perlakuan
hukum yang berbeda kepada peritel asing. Sebab pengaturan yang
diterapkan kepada sektor ritel bukan berdasarkan pada status kepemilikannya
tetapi atas dasar kategori pola penjualan dan pengaturan zona.
“Pola penjualannya tetap diatur, yang grosir tidak boleh me-ritel.
Dan pengaturan zona-nya juga jelas.”
Ardiansyah mengatakan kehadiran peritel asing dapat meningkatkan
kapasitas pemasaran para distributor dan pelaku terkait lain, sekaligus
menyediakan lapangan kerja.
Handaka mengatakan peritel lokal tidak perlu khawatir dengan
kehadiran peritel asing berskala besar.
“Matahari [peritel lokal] saja sudah buka di China. Maka tidak perlu
takut. Peritel sebetulnya memperoleh barang dari supplier dan
menjualnya ke konsumen. Jadi, yang sangat diperlukan adalah bagaimana membuat
perusahaan kita efisien.”
Peritel asing skala besar, menurut Handaka, juga tidak gegabah
menanamkan modal mereka di suatu negara. Karena peritel skala besar tidak
selalu menjadi jaminan sukses untuk membuka gerai di negara mana pun.
Secara terpisah, M. Iqbal, anggota Komisi Pengawas Persaingan Usaha,
mengungkapkan dia telah mendengar niat sejumlah peritel asing untuk
berbisnis di Indonesia.
Menghadapi kemungkinan semakin banyaknya peritel asing masuk ke
Indonesia, melalui bendera perusahaan sendiri atau bekerja sama dengan
perusahaan lokal, kata Iqbal, pemerintah perlu membuat regulasi untuk
industri ritel.
Dia mengatakan yang penting dilakukan adalah masalah zonasi.
Pemerintah atau pemda diharapkan membuat lahan yang terpisah untuk bisnis ritel
yang disesuaikan dengan besar skala usahanya. (linda.
